&lt;br/&gt;Howdy all, Las Vegas burners, I got a call today from Jonesy, burning man art coordinator, who has approved some things I built and refer to as 'Rainbow Ramps', basically a couple of 2' high by aprox 4' to 5' wide skateboard and bmx launch ramps, quarter pipes, slant ramps, and a stripper pole painted all various colors meant to be a 'thing to be discovered' out by the orange trash fence. (Please see photos and basic sketch below).
&lt;br/&gt;
&lt;br/&gt;And after a dui while riding my 49cc moped earlier this year (yup, those basic playa freedoms dont' really transfer back to the default world as 'the other man' would have you know) I have been wiped out financially. I got that thing after a 60 hour work week trying to save up money for my art and whatnot for burning man this year.
&lt;br/&gt;
&lt;br/&gt;A bit about me, my name is john (or Serial Carpens, my art persona, or plain ole'  MG Nos at burning man) and attended my first burn 10 years ago in 1999 as a resident of northern California, I've since been in Las Vegas almost 8 years and have picked up the ball again since regarding burning man just these past few years, gas is quite a bit different coming from las vegas than berkeley!
&lt;br/&gt;
&lt;br/&gt;Hope this message goes to the right folks! 
&lt;br/&gt;
&lt;br/&gt;Anyway, if anyone has a flatbed truck with some room or a large cargo van or whatnot, Please! Feel free to give me a call and discuss, I also would be needing a ride up but would be packing in a complete minimalist style and would have all my stuff well organized ( I also have a camp up there that I'd be staying at, Camp Chop Shop). In terms of getting the ramps up there, myself, preferably both, I hopefully would have a couple hundred dollars ($300 or so) to put towards gas/ your trouble for doing this, etc. As someone who grew up with skateboarding and bmx I personally would love to have something like this at burning man to just hang out by and blow off some steam, I'm sure other people would love it too, here are some pics of what I have so far, please call John Nos 702-265-2136

    <summary type="html">&lt;div&gt;We are at it again! This time it's Chili Stock cuz it's gunna be a
&lt;br/&gt;bit chili and the food theme is chili or an accompaniment to chili.
&lt;br/&gt;Dig out your world famous chili recipes be it vege chili, turkey
&lt;br/&gt;chili, buffalo or venison chili. And come on out to the Kingman Wash
&lt;br/&gt;for a crazy ass chili time! We'll have power strips available for
&lt;br/&gt;those that bring crockpots and a few propane stoves to keep the chili
&lt;br/&gt;warm.
&lt;br/&gt;
&lt;br/&gt;Pallet Man will be at it again, but bigger and better than ever so
&lt;br/&gt;we'll definately have a sweet fire to dance around.
&lt;br/&gt;
&lt;br/&gt;Bring your drums and other musical intruments! Lets get a drum circle going! :)

&lt;br/&gt;DJ's? Decom Stock proved we've got some fabulous kick ass DJ's in our
&lt;br/&gt;community. I hope some of ya all will come on out and hook us up
&lt;br/&gt;with some tunes.

&lt;br/&gt;Fire spinners? Ya know some of us will be there!
&lt;br/&gt;
&lt;br/&gt;We are just doing one nite this time, Saturday to Sunday so we'll be
&lt;br/&gt;crammin' two nites of fun into one nite of outta this world
&lt;br/&gt;crazyness. We are doing it at Kingman Wash again, it's a beautiful
&lt;br/&gt;spot with a stunning skyline on a full moon.
&lt;br/&gt;
&lt;br/&gt;Directions: Go over Hoover Dam two miles, look for mile marker two.
&lt;br/&gt;Left turn onto Kingman Wash road. This road goes under the new bridge
&lt;br/&gt;road. Take road for 4 miles till it ends and thats where we will be.
&lt;br/&gt;

    <summary type="html">&lt;div&gt;Vegas Decom Stock is here! It's time to share our Burning Man photos,
&lt;br/&gt;white out stories, and crazy antics on (and off) the playa. Wear your
&lt;br/&gt;fabulous burner threads and bring a potluck dish of your favorite
&lt;br/&gt;Burning Man food for Friday and Saturday nite. It's going to be in
&lt;br/&gt;the high 80's during the day. (I don't remember what it's like to be
&lt;br/&gt;outside without my skin frying to a crisp). The lows will be high
&lt;br/&gt;60's. Can't beat that. We can play in the water all day and it will
&lt;br/&gt;be cool enough in the eve to warrant a campfire so bring some
&lt;br/&gt;firewood, not that we need any excuse to play with err build a fire.
&lt;br/&gt;
&lt;br/&gt;When: Oct 3-5, 2008 Friday @ sundown till Sunday @ sunrise.
&lt;br/&gt;Where: Kingman Wash Beach, Lake Mead
&lt;br/&gt;Potluck theme: Your favorite Burning Man food
&lt;br/&gt;Who: You, your spouse, your kids.... if you bring a dog you are
&lt;br/&gt;responsible for it at all times! Anyone under 18 must be accompanied
&lt;br/&gt;by a guardian/parent.
&lt;br/&gt;Accessibility: RV friendly if you go slow and stay off the soft sand.
&lt;br/&gt;Low riders type cars may have probs but the average car can make it
&lt;br/&gt;down the road.
&lt;br/&gt;Directions: Go over Hoover Dam, set your odometer. Go 2 miles to
&lt;br/&gt;Kingman Wash road, it's a left turn and goes under the new bypass
&lt;br/&gt;bridge road. Look for mile marker 2, the road is right in that area.
&lt;br/&gt;Take that dirt road for about 3 miles. It ends at the beach.
&lt;br/&gt;
&lt;br/&gt;What to bring: Pot luck dish, firewood, your radical self reliant
&lt;br/&gt;self that will leave no trace.
&lt;br/&gt;
&lt;br/&gt;We could use boats, kayaks, jet skis, life vests and water toys. A few
&lt;br/&gt;pop up shade structures would be good too. Bring drinking water,
&lt;br/&gt;camping supplies, sun screen and good vibes.
&lt;br/&gt;There is at least one boat going so far, maybe some jet skis.
&lt;br/&gt;
&lt;br/&gt;Hope to see you there!

We are asking every camp to sit down with your members and discuss the issue and responsibility of sexual exploration at Burning Man. How do you broach this sensitive subject? We have developed a short outline to help you out. It's easy!

&lt;br/&gt;Gather your peeps around (or use an email forum) and read the following:
&lt;br/&gt;
&lt;br/&gt;"We want our campmates to be open and to enjoy any and all sex you may have at Burning Man! However, every year there are incidences of sexual assault on the playa and we want our beloved camp mates to be safe! So, even though it's an awkward subject, we would like to briefly talk about sex and what behavior we expect from all of our camp members. To promote this awareness, the Bureau of Erotic Discourse has asked up to endorse the following guidelines for safe sexual adventures:
&lt;br/&gt;
&lt;br/&gt;#1 Always ask before touching, even if you know them! It's polite, it's good manners, it will earn their respect. 
&lt;br/&gt;
&lt;br/&gt;#2 Respect your partner's desires and boundaries. How do you find them out? ASK! Again, it's fun and sexy to find out a little about your partner before diving in.
&lt;br/&gt;
&lt;br/&gt;#3 Do not have sex with an intoxicated or stoned person... not only is it technically against the law, but it is potentially very hurtful to that person. And what fun it that??? If you have made a sober pre-agreement with a partner and go get fucked up, thats cool... but do not pick up a drunk, high hottie and take advantage! Be smart, take care of your partner, cover your butt, get sober ... then get some conscious luvin'.
&lt;br/&gt;
&lt;br/&gt;#4 Card your partner... OK, maybe that's exaggerating but please make sure your potential partner is of age. There are some darn hot underage peeps old out there, so be aware! Again, we don't want anyone hurt out there.
&lt;br/&gt;
&lt;br/&gt;#5 If you hear or see one of our campmates in trouble, step in and ask if they need help! We would like it if you did this with anyone out there, but we absolutely expect it with our theme camp family. We take care of each other! In addition, consider buddying up when you go out for the evening. Guys watch out for the women, and vice versa! We do not want any of our family member assaulted this year.
&lt;br/&gt;
&lt;br/&gt;#6 If, god forbid, someone does get assaulted or feels threatened in any way, we want you to know right now that we support everyone here! No matter how it went down- tell us. There are amazing services available both at the Ranger Stations, Medical Tents and Emergency Services. We will go with you, we will hold your hand, we will take care of you. If some thing happens-- tell us! The same goes if some thing happens within our camp or outside of it. Remember, you are not alone!
&lt;br/&gt;
&lt;br/&gt;If you need help with any sexual assault, domestic violence or other threatening situation, know that Burning Man has developed a team of Emergency Services personnel to help victims of violence or abuse. Seek help at any Ranger Station or Medical Station.

    <title>American Dream Stock, July 18-20</title>

    <summary type="html">&lt;div&gt;It's time for our next full moon campout! We are heading back to Kingman Wash Beach at Lake Mead. It's the last campout before Burning Man so let's wear our burner threads and test out our latest costumes and creations. The potluck dinner theme is red, white, and blue food. 
&lt;br/&gt;
&lt;br/&gt;When: July 18-20, Friday @ sundown till Sunday @ sunrise. 
&lt;br/&gt;Where: Kingman Wash Beach, Lake Mead 
&lt;br/&gt;Potluck theme: Red, White or Blue food 
&lt;br/&gt;Who: You, your kids.... if you bring a dog you are responsible for it at all times! Anyone under 18 must be accompanied by a guardian/parent. 
&lt;br/&gt;Accessibility: RV friendly if you go slow and stay off the soft sand. Low riders type cars may have probs but the average car can make it down the road. 
&lt;br/&gt;Directions: Go over Hoover Dam, set your odometer. Go 2 miles to Kingman Wash road, it's a left turn and goes under the new bypass bridge road. Look for mile marker 2, the road is right in that area. Take that dirt road for about 3 miles. It ends at the beach. 
&lt;br/&gt;
&lt;br/&gt;What to bring: Your radical self reliant self that will leave no trace. We could use boats, kayaks, jet skis, life vests and water toys. A few pop up shade structures would be good too. Bring drinking water, camping supplies, sun screen and good vibes. 
&lt;br/&gt;There is at least one boat going so far, maybe some jet skis. I'm working on a kayak connection but may need transportation help with them. 
&lt;br/&gt;
&lt;br/&gt;Yup it's gunna be hot out there, but just think by the time we get to BM we'll be well acclimated to the daytime temps and won't be bothered by the heat there... the playa dust is a whole different story tho.

Have a blast leading a workshop at Dark Skies!!!

&lt;br/&gt;Please submit workshop info to Indigo by June 6th  so it can be included in The Light (the official Dark Skies paper). I need to know what the workshop is about, any items participants need to bring, who you are, and where it’s happening  ie. theme camp or ?. If you don’t have a home please let me know how much space you need and I’ll find you a place to hold your workshop

&lt;br/&gt;WHEN: May 16th to 18th
&lt;br/&gt;WHY: Cuz we want to
&lt;br/&gt;WHO: You and your well behaved pets, offspring, and spouses.
&lt;br/&gt;WHAT TO BRING: CHEESE, cHeeSe appetizers, chEESe entrees, CheEsE
&lt;br/&gt;desserts, and probably all that stuff you need for radical self
&lt;br/&gt;reliance like water, shade, beer….
&lt;br/&gt;
&lt;br/&gt;What to do while there: Basura Sagrada Temple is the temple this year
&lt;br/&gt;at Burning Man. They are looking for inscriptions and such for the
&lt;br/&gt;upper levels of the temple. Whether or not you are going to BM you
&lt;br/&gt;can add your inscriptions to the temple. I will have the cardboard
&lt;br/&gt;cutouts for the temple for you to decorate. When Cheesestock is over
&lt;br/&gt;I will mail the box to the creators of Basura Sagrada Temple.
&lt;br/&gt;Please bring markers, paints, etc but no glitter or feathers, thanks!
&lt;br/&gt;From their website "Much of Shrine's work consists of repeated shapes
&lt;br/&gt;that create an impact from the accumulated whole. To that end, we
&lt;br/&gt;will be publishing a series of templates that can be cut out of
&lt;br/&gt;cardboard, inscribed with your prayers, blessings, dreams and losses,
&lt;br/&gt;and sent in over the coming months. These pieces will be used to form
&lt;br/&gt;design elements and flourishes throughout the temple. We would love
&lt;br/&gt;it if people could come together and create these shapes as groups
&lt;br/&gt;and mail or hand-deliver them to us." For more info check out their

    <summary type="html">&lt;div&gt;I heard through the rumor mill that I was banned from this event!
&lt;br/&gt;
&lt;br/&gt;Is this true or not?
&lt;br/&gt;
&lt;br/&gt;If so, why? I've never done anything bad at the event, in fact quite the reverse, including volunteering time at the gate quite a few times, helped significantly both in my computer skills, information for a regular article, and financially, to the newsletter and survey a few times. I also helped one of the popular events have some equipment they found useful and I remember needed. I've gifted items, and have helped a number of people with issues they had (eg jump start cars and tidy up moop). And years ago, helped a little with researching a location for the possible site.
&lt;br/&gt;
&lt;br/&gt;Maybe it's because I broke up with a long time girlfriend who attends the event, but I don't believe you can ban someone because of this, surely?
&lt;br/&gt;
&lt;br/&gt;Maybe this isn't the right place to ask, if not, where do I ask?
&lt;br/&gt;
&lt;br/&gt;PS I also heard some other extremely distorted rumors about me to do with the ex. I can guess who promotes these distortions, but let me say what I heard was FAR from the truth and almost a case to sue for defamation of character!

&lt;br/&gt;I'm happy to announce that you can now purchase "tickets" online at the website

&lt;br/&gt;Tickets will be $40 each
&lt;br/&gt;No gate sales
&lt;br/&gt;1,000 ticket (therefore participant) limit
&lt;br/&gt;
&lt;br/&gt;so get 'em before they're gone!  last year we had almost 800 people, so we're expecting to sell out this year.
&lt;br/&gt;
&lt;br/&gt;Also-- we are soliciting theme camps, art installations, and other forms of participative madness, so if you wanna bring it, we want to see it/feel it/play with it/burn it!  More information about this can also be found on the website, as well as an application form for Art Grants (limited funds, and will be paid as reimbursement (with receipts) rather than upfront). Deadline for Art Grant Submissions is Midnight  April 30th.

&lt;br/&gt;Tickets to The Dark Skies Arts Festival, June 19-22 at Mojave Drums near Meadview, Arizona are going on sale this Saturday 4/12/08 at twelve noon PST under the following price structure:
&lt;br/&gt;FIRST TIER: 75 tickets @ $75
&lt;br/&gt;SECOND TIER: 150 tickets @ $95
&lt;br/&gt;THIRD TIER: The remaining 75 tickets will be $125
&lt;br/&gt;Gift Tickets: we have a very limited number of gift tickets available where we trade you admission for your work on site. See below.
&lt;br/&gt;
&lt;br/&gt;ATTENDANCE CAPS AND NO GATE SALES THIS YEAR
&lt;br/&gt;We are capping attendance at 300 and there will be NO GATE SALES this year! Advance ticket sales will cut off about a week out from the event. Under 18 with parents only, kids under 12 are free. No in-out, no pets.
&lt;br/&gt;
&lt;br/&gt;Dark Skies is the southern Nevada regional burn, now to be held across the dam in Arizona! All of Burning Man’s 10 principals apply including leave no trace, no vending and the gift economy.
&lt;br/&gt;
&lt;br/&gt;THEME CAMPS
&lt;br/&gt;We are requesting that all theme camps register and determine the minimum required amount of space that you can fit into. We are also asking most participants to drop their camping gear and park out by the front gate in order to keep the event site open and allow art cars, pedestrian traffic, and bicycles to traverse the site safely. There’s plenty of room on this site for our event, we just have to use it judiciously and creatively. Please please please register your theme camp and art so we know who’s coming!
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;FIRE
&lt;br/&gt;Dark Skies 2008 is operating in a high fire season, and in an area of pristine high desert in a beautiful Joshua Tree Forest. Dark Skies Fire Safety will be operating under the jurisdiction of Meadview Arizona Fire Dept. All final decisions regarding fire will be up to them.
&lt;br/&gt;
&lt;br/&gt;•	Fire performers will be allowed i/e: poi staffs breathers and all other hand held fire performance toys.
&lt;br/&gt;•	Small propane flame effects; ie hand held puffers and small lpg flame effects with neither having a vertical flame length exceeding 10ft unless pre approved will be allowed. 
&lt;br/&gt;•	Fire barrels; fire barrels will be provided and maintained by event staff and will be in community areas. 
&lt;br/&gt;•	No personal burn barrels and fireplaces unless pre-approved in advance of the event. 
&lt;br/&gt;•	All generators used will be required to have an abc fire extinguisher and a pointed shovel within 20 ft at all times. 
&lt;br/&gt;•	Tentative fire times will be between 7pm and sunrise. Fire times will be subject to blackout in case of winds sustained in excess of 12 mph. 
&lt;br/&gt;•	All fire artists and participants must check in with DSFS. DSFS has the final say when it comes to fire of any kind. 
&lt;br/&gt;•	Smoking is to be conducted on developed and groomed areas only, no smoking is allowed in the vegetated areas of the event site. Leave no trace; never let it hit the ground. 
&lt;br/&gt;•	Fireworks of any kind are illegal and banned 100% at this event. 
&lt;br/&gt;•	All fire activities will be restricted to fire performance areas and then only at pre approved times. We will clearly mark these areas on site.
&lt;br/&gt;
&lt;br/&gt;
&lt;br/&gt;Important fire information; All fire activities may be banned in the case of a regional “red flag alert”. A red flag alert occurs when high winds regionally create a situation whereby all fire activities are banned. This is not the same as the high fire season ban which runs April 15 – Nov 15 and for which we are applying for variances too for this event. This is also NOT the same situation we had last time where CCFD “stuck it to us” at the last minute and bummed a lot of people out. Our hosts want to see fire at this event. But we have to play by their rules. Lets hope for low winds on the weekend of the event!

    <title>Big news...WE HAVE THE NEW SITE</title>

    <summary type="html">&lt;div&gt;Yes it is true, DARK SKIES has a new site and as we said the event is ON for June 19-22, 2008
&lt;br/&gt;
&lt;br/&gt;The new site is on the Mojave Drums Site across the dam near Mead View Arizona about 50 miles due east of Las Vegas on 80 acres of PRIVATE LAND that is custom designed for special events like ours. It's a fantastic site in a dense and magical Joshua Tree forest at 3600 feet elevation with stunning views of the Lake Mead drainage and the Colorado Plateau. There are limited services nearby, and (drum roll please) no neighbors within earshot. Perhaps best of all is that we don't have to pay BLM and Lincoln County over $45,000 to use our public lands. Whoo hoo!
&lt;br/&gt;
&lt;br/&gt;The site IS art car and RV friendly, it will accommodate many more people than we are putting on it and has plenty of room for theme camps, performance areas, and of course ART! It reminds us a lot of the vibe at Madre Grade Monastery where Xara was held in many ways, there be magic afoot here mateys, arrrrgh.
&lt;br/&gt;
&lt;br/&gt;Fire may be an issue and we'll have more on that in the next week or so. As soon as we have some fire parameters we'll post them here.
&lt;br/&gt;
&lt;br/&gt;The Core Team is going out to the site this Sunday morning for another look. After that we'll post the revised budget and announce ticket sales beginning hopefully by next weekend on March 29th.

&lt;br/&gt;What a long strange trip it's been. Pictures are definitely forthcoming, we just wanted to get this out immediately to let you know that we are definitely moving this event and that the dates are not changing.

&lt;br/&gt;that I must remove thisw dome from where
&lt;br/&gt;it is stored on my property in Venice
&lt;br/&gt;immediately. This dome, known as The
&lt;br/&gt;Bubble Lounge has been in Center Camp at
&lt;br/&gt;Burning Man Festival for four years. I
&lt;br/&gt;am willing to donate the dome (35 foot
&lt;br/&gt;diameter, 12 high at center) along with
&lt;br/&gt;the 40' steel tower to a non-profit
&lt;br/&gt;which can issue a legitimate tax
&lt;br/&gt;deduction for it. The dome can be
&lt;br/&gt;constructed around the 40 foot tower (as
&lt;br/&gt;seen in one picture) or with a tripod
&lt;br/&gt;holding up the center (second picture)
&lt;br/&gt;The tower can stand alone as the basis
&lt;br/&gt;for a sculpture. Comes with all hardware
&lt;br/&gt;and a fabric groundcloth for the
&lt;br/&gt;interior. It has a silver Tyvek skin
&lt;br/&gt;that reflect the heat of the day. This
&lt;br/&gt;needs to be moved by April 9th.&lt;/div&gt;

&lt;br/&gt;Hope everyone is recovering well!  Last night I brought some hoops for the purpose of sharing, with no regrets!  But now it makes me sad to say that my LED hoop is missing.  I looked in every corner of the Aruba and never spotted it.  This hoop had ten slow changing rainbow colored lights.  The tubing is white and was decorated with black and red stripe gaffer tape.  
&lt;br/&gt;
&lt;br/&gt;I work at an innercity at risk school and my kids perform with the LED hoops I provide.  
&lt;br/&gt;

&lt;br/&gt;Currently we are waiting on the cost recovery numbers from the BLM and costs from Lincoln County on top of those. Once we have all of that we will be able to produce a working budget and price the tickets logically (who knew?). 
&lt;br/&gt; 
&lt;br/&gt;We will then announce the start of ticket sales. The tickets are printed and boy are they purty! It’s been somewhat quiet around here at DS HQ the past few months but rest assured that the hamsters are working overtime on this year’s event. We have much to announce, we have much to discuss, we have many needs from you the community as well. This is just a short note to let you know that the dates and location have been set.

Sure, Cameron said I was moderated (guess I'm so dangerous), but if you're going to moderate someone, you need to be AVAILABLE to make those posts go through.

&lt;br/&gt;We need your input on matters of scheduling next years event.
&lt;br/&gt;
&lt;br/&gt;Suppose that we only had two weekends to choose from for next years
&lt;br/&gt;Dark Skies. The third weekend in May, or the third weekend in June.
&lt;br/&gt;Suppose also that for production costs, read: ticket prices, fire art
&lt;br/&gt;and public safety that we were going to move the event up to Delamar
&lt;br/&gt;Dry Lake in Lincoln County, NV which sits at 4700 feet above sea
&lt;br/&gt;level. Nothing is written in stone yet, we are exploring all options,
&lt;br/&gt;and asking your opinion on things before the permit apps go into any
&lt;br/&gt;BLM field office.
&lt;br/&gt;
&lt;br/&gt;Here's our thoughts on the matter of the weather and things Burning
&lt;br/&gt;Man related...
&lt;br/&gt;In May, that site could be chilly and maybe even wet (from BLM), and
&lt;br/&gt;in June it could be hot but most likely dry. To put the event in mid
&lt;br/&gt;May puts us square in the middle of the regional event season. Going
&lt;br/&gt;in May *could* mean that we experience some rather chilly temps, but
&lt;br/&gt;it gets us away from Burning Man. It also however puts us where a lot
&lt;br/&gt;of Burners, artists, and rangers may have to pick and choose what
&lt;br/&gt;events they want to attend. We're trying to look at all sides of this.
&lt;br/&gt;
&lt;br/&gt;The biggest decider in this question may be Mother Nature herself.
&lt;br/&gt;Or….
&lt;br/&gt;What will the weather be like on Saturday at Dark Skies '08? (the
&lt;br/&gt;Delamar option)
&lt;br/&gt;
&lt;br/&gt;Here's some casual number crunching based on ten years of weather data
&lt;br/&gt;for the Delamar site:
&lt;br/&gt;
&lt;br/&gt;Third Saturday in May, 10 year temperatures for Alamo Nevada, subtract
&lt;br/&gt;&gt;&amp;lt; 4 degrees for Delamar lake due to 1000 foot higher altitude.
&lt;br/&gt;AVG LOW: 43 (sunrise)

&lt;br/&gt;
&lt;br/&gt;I find myself still abroad, learning and growing in ways I never
&lt;br/&gt;thought. Missing my family in the States but looking forward to the
&lt;br/&gt;time we can sit together again.
&lt;br/&gt;
&lt;br/&gt;Reading these posts lately on the lists is a sweet bitter experience
&lt;br/&gt;for me. I consider myself a core member of this community but no
&lt;br/&gt;more then each one of you …
&lt;br/&gt;
&lt;br/&gt;This community
&lt;br/&gt;
&lt;br/&gt;That is so sweet to say.
&lt;br/&gt;
&lt;br/&gt;Disagreements and upheavals are normal. This is bound to happen when
&lt;br/&gt;you have multiple individuals coming together and working towards a
&lt;br/&gt;common goal. Even as it may be unpleasant this helps us clearly
&lt;br/&gt;define and redefine what it is we are working on and were we are
&lt;br/&gt;sailing to.
&lt;br/&gt;
&lt;br/&gt;The Dark Skies Event is more then an Event, it is a vision.
&lt;br/&gt;
&lt;br/&gt;A vision of self-expression. It is the hope people can gather to
&lt;br/&gt;express their heart, no matter how radical the concept may be. It is
&lt;br/&gt;the hope people can witness each other without tainted glasses. This
&lt;br/&gt;vision offers to do this by building acceptance through ART and
&lt;br/&gt;COMMUNITY. Here is where the visions of Burning Man play a part.
&lt;br/&gt;This is what we have always wanted, to be a regional event, and we
&lt;br/&gt;should continue to work hard as one.
&lt;br/&gt;
&lt;br/&gt;To help ensure this vision can grow and maintain, there has to be a
&lt;br/&gt;business counterpart. Someone(s) has to pull the permit(s), deal
&lt;br/&gt;with the legal issue(s), structure the event, and deal with all the
&lt;br/&gt;financial aspects and the multiple mundane issues of pulling off a
&lt;br/&gt;legal and safe event. Unfortunately it also means someone(S) has to
&lt;br/&gt;wear the hat of being the "bad guy" and make decision for the
&lt;br/&gt;events' sake. The decisions may not always be the right ones but
&lt;br/&gt;please know they are made with the hopes of bettering the event not
&lt;br/&gt;hindering it.
&lt;br/&gt;
&lt;br/&gt;When business and vision meet there is bound to be conflict. It is
&lt;br/&gt;my hope these conflicts do not interfere with the opportunity we
&lt;br/&gt;have all been working towards.
&lt;br/&gt;
&lt;br/&gt;It is wonderful to see how well the fundraiser did! WOW
&lt;br/&gt;
&lt;br/&gt;I look forward to the time I can bask in your beauty once again my

    <title>Is Dark Skies a Regional Event?</title>

&lt;br/&gt;I think it would behoove the "communiy" to have a definite answer as
&lt;br/&gt;to whether or not "Dark Skies/Singularity" is an official Burning Man
&lt;br/&gt;Regional Event.  If 'we' as a 'community' are to participate in
&lt;br/&gt;fundraisers to recoup debts derived from this event, we should know
&lt;br/&gt;exactly just what we are 'participating' in.
&lt;br/&gt;
&lt;br/&gt;Is Dark Skies/Singularity a Las Vegas Burning Man Regional Event? Or a
&lt;br/&gt;Las Vegas Artisits' Event?  If this is a combined event, then why is
&lt;br/&gt;there no mention of Burning Man on the Dark Skies website?  And why is
&lt;br/&gt;the Dark Skies Survival Guide sorely lacking in the TEN PRINCIPALS of
&lt;br/&gt;BURNING MAN?  Why is ALL discussion of the event steered ONLY to the
&lt;br/&gt;Dark Skies yahoo group, but not the LASVEGASBURNINGMAN yahoo group?
&lt;br/&gt;
&lt;br/&gt;Who exactly decided to borrow money from other BURNING MAN REGIONALS
&lt;br/&gt;and the BURNINGMAN PROJECT to produce this event?  There is a 'call'
&lt;br/&gt;out on the Las Vegas list to produce fundraisers to alleviate the debt
&lt;br/&gt;incurred, but where is the COMMUNITY discussion/decision to do so?
&lt;br/&gt;
&lt;br/&gt;And WHO EXACTLY is the Las Vegas Regional?  Is t one person?  Two?
&lt;br/&gt;Three? or even four by proxy?  Who decides this?  Why does Las Vegas
&lt;br/&gt;need more than one Regional?  Do ALL of them get free tickets to
&lt;br/&gt;Burning Man?
&lt;br/&gt;

&lt;br/&gt;Burning Man is going to be a part of the conference, with Larry Harvey, Christine Kristin (Lady Bee), Leslie Pritchett, and Louis Brill presenting “Burning Man – Emergent Culture”.  The presentation will take place on Sunday afternoon as part of the Public Art track for the conference.
&lt;br/&gt;
&lt;br/&gt;To give our local community an opportunity to honor this occasion, there will be a reception on Friday, June 1, 2007, from 6 to 8 pm at the Twelve18 Gallery, 1218 S. Main Street, to welcome Larry, Leslie, and Lady Bee to Las Vegas and where the Black Rock Arts Foundation (the non-profit arm of Burning Man - www.blackrockarts.org) will announce its intention to sponsor a community art installation in Las Vegas.  This event will be held in conjunction with Las Vegas' First Friday event, a monthly celebration of art in Las Vegas' downtown arts district.
&lt;br/&gt;
&lt;br/&gt;Please join us for libations and light hors d’oeuvres, a chance to visit with our distinguished guests, and to learn more about the Black Rock Arts Foundation and its mission to build community through interactive art installations.  We hope to see you there!

&lt;br/&gt;“Burning Man: Emergent Culture”
&lt;br/&gt;
&lt;br/&gt;Burning Man organizers will discuss the community-based, interactive public art of Black Rock City, a temporary city of 40,000 that exists for one week annually in the Nevada desert. The nature of the art itself will be discussed, as well as its organization, funding, and management. The challenges of bringing this unique kind of public art from the desert to urban environments will also be explored.

    <title>No Fire</title>

    <summary type="html">&lt;div&gt;What was up with no fire spinning or propane effects? Why was there no mention of this before hand? 
&lt;br/&gt;
&lt;br/&gt;I heard rumors that there was concern over starting a brush fire on the hills surrounding the event and that someone else was threatened with a $200 ticket, but that was about it. 
&lt;br/&gt;
&lt;br/&gt;I did witness someone breath fire one time Saturday night. A ranger then ran up and said something to said fire breather and that was the end of that. &lt;/div&gt;

    <summary type="html">&lt;div&gt;What can be said?  Once again the Community showed us all of the love, acceptance and FUN that we make the trek for - And helped us show our own DS virgin that a little slice of BRC can and does exist.
&lt;br/&gt;We were blessed to have the best neighbors move in - Thank you Widget and Chef Dave - The shade &amp;amp; Banana Fosters were both delicious!  I don't think our fellow Michiganders really believe us when we tell them about all the bacon, fried chicken and Chef Dave Playa Creations - 'I thought you went camping?'...So little do they know!  
&lt;br/&gt;Topless Deb, Naked Bruce, Shy, Trey, Scott, Mike (Pony Boy) – Can’t imagine a better group of people to discuss the fund raising opportunities of Grapes with!! 
&lt;br/&gt;The Party Naked Jims of course get a resounding cheer for the Tiki Bar - again the best place to chill (not to mention other stuff!) on the playa.  And welcome to the Family Veronica - we'll make a Burner of you yet!!
&lt;br/&gt;For Cameron, Bryan &amp;amp; all of the staff - THANK YOU! We are blessed that you are all so committed (well, or ya ought to be!).  If there's ever anything you need from the Great Lakes (humidity, mosquitoes, trees) just say the word and they are yours!  Oh Bryan - Next year I'm bringing you enough sun glasses to lose at least two pair a day.
&lt;br/&gt;To anyone Roo damaged at the Gate - Well, you DID sign a waiver.....
&lt;br/&gt;To all the great Greeters we met and greeted with; Token - we'll always be your bitches!  Tiya - you my dear rock the publishing world. Lady Frog, Stacey, Heart, Grover and of course Nick (Drink Boy)....Can't wait to greet with you again; Roo says she may be drinking a bit heavier next year...have the floggers ready!

    <title>Our tale of woe! (long winded)</title>

    <summary type="html">&lt;div&gt;It’s kinda like a Grimm’s Fairy Tale mashed up with a Greek Tragedy. It starts off with a TON of hurdles to jump over in order to get where we wanted to be (Dark Skies, with all of you lovely people) a fantastic middle where the fun and love happened, and a tragic ending, where we realize what the trip would cost us. So, here goes: 
&lt;br/&gt;
&lt;br/&gt;Before the weekend even started, we had arranged to split the RV with some friends who, all but one ended up backing out last minute. The guy who didn’t back out just picked out an RV without consulting us on anything and told us how much we would owe him. Then, LAST minute (Wednesday) told us his girlfriend from LA, whom neither Tuck nor I had met, would be joining us. We were OK, but a bit confused. He asked us to pick up the RV, because we were leaving Thursday instead of Friday like they were. No problem so far. Tuck and I left a bit later than we had originally wanted to. We had trouble getting a hold of the guy we were splitting the RV with, but we were still able to cope. We managed to get to the RV rental place OK, and pick it up. Our friend checked out the RV and took most of the paperwork with him, but we didn’t figure that would be a problem. Little did we know… 
&lt;br/&gt;
&lt;br/&gt;On the way over to drop off my car at our friend’s apartment and load up the RV, Mike scraped the side of a garbage truck with the RV, ripping off 2 of the cargo doors and pitting a small puncture in the side. He bent the shit out of the garbage truck’s fender, but no one was hurt. He was going like 5 miles an hour. I may post more pictures. We had NO paperwork on the insurance to give to the cops. But luckily, the other guy DID purchase insurance on the RV. WE figured probably a $500 deductible, plus the ticket and the cost of the RV which was $300 a day. The accident doubled our expected budget, in about 2.5 seconds. OK now, monetarily we’re FUCKED! 
&lt;br/&gt;
&lt;br/&gt;Neither of us are currently working steady jobs. I finished out the school year, so no more work or money ‘till Aug. Tuck is working temp jobs, and hasn’t heard from the agency since we’ve been back. I did some auditions and interviews before we left, but also have not heard anything. This trip maxed us out! 
&lt;br/&gt;
&lt;br/&gt;Dark Sky itself was a BLAST! We got there around 4 or 5 pm on Thursday and started to set up camp. We had a mellow evening, moseyed around the playa, met some beautiful soles, and made a bunch of new friends, and got to bed and woke up relatively early. We again wandered around the playa and came back to take a nap. The other guy and his girlfriend showed up mid afternoon, tried to insist in the bed Tuck and I had slept in the previous night (the only bed we had fitting sheets for.) and bitched about the mess. 
&lt;br/&gt;
&lt;br/&gt;We got both messes straightened out, and thought everything was cool. Tuck and I had planned to leave in my car first thing Sunday morning, and drive through Searchlight and Kingman, so we could pick up our dog from the kennel, instead of going through Las Vegas and over the Hover Dam. Anyway, we got up Saturday morning after bouncing around all night and our friend and his girl announce that they had seen everything they needed to see weren’t feeling well, were going home (in MY car) and leaving us with the RV. Our whole schedule was screwed. We couldn’t get the RV to the rental place before they closed on Sunday (the RV wasn’t due ‘till Monday); we had to call the kennel and get the dog to stay an extra day, we couldn’t get a hold of the guy to get the extra set of keys and square up money wise. We didn’t know where to dump the black water or anything. We ended up leaving the RV parked across the street from the other guy’s apartment. 
&lt;br/&gt;
&lt;br/&gt;Well, the next day I offered to drive in to Vegas (about an hour) to meet at the RV place and drive him home. He said that’d be great. Well he ended up dropping off the RV and getting back to his car fine and never called me to let me know. SO I drove an hour for nothing. I rushed out of the house so he wouldn’t be late checking the RV in and he didn’t even find out how much it was all going to cost. Just handed me the $75 gas bill and said there was a $60 dumping fee. So, I wrote him a check for almost ALL of the money in my bank account. $950. I didn’t argue, I just figured it was done and that I’d figure out some way to pay bills. 
&lt;br/&gt;
&lt;br/&gt;Well, the next day I got a call from him saying that it was $1,000 deductible and I need to cough up another $500. I just don’t have it. I asked for the phone number to the RV place and called them. They told me it was $1,600. worth of damage! I can’t even imagine! I asked them to Mail me a copy of the report. I don’t have any idea how we are gonna get ourselves out of this mess. 
&lt;br/&gt;

I did art modeling in collage. I have been a tutor, nanny, early interventionalist, and respite care worker. I have worked with disabled children and adults. I am fluent in American Sign Language. I have cleaned houses, babysat, done TONS of clerical work, I’ve even managed to work myself out of a job by turning an 8 hour job into a 4 hour job by streamlining their processes or organizing. So, again if you have work, we are ready willing and able to work for you.

    <summary type="html">&lt;div&gt;It was my first time attending Dark Skies with my Nudist Friends at the Party Naked Bar. 
&lt;br/&gt;
&lt;br/&gt;The Tiki Bar as it’s called, in the hub of this Raising Desert City and heart of the theme Camp Bedrock  is an  Oasis in the desert. Complete with a full service bar, sexy beautiful naked bar maids and bartenders, ice cold drinks, snacks, bar stools, neon and color lights, open sky tables, a nice dance floor with cherry picker upper service for sky dancing, and me drumming along to the music.  YA MON!
&lt;br/&gt;
&lt;br/&gt;It was wonderful to see how people embraced nudism in a non threatening and fun manner, the clothing optional policy of Party Naked allowed guest to experience nude recreation at their own pace. 
&lt;br/&gt;
&lt;br/&gt;As far as camping goes: This was hard desert camping. The winds and blowing sands destroyed my tent and I got a bad allergy with a watering left eye mostly. LOL. 
&lt;br/&gt;
&lt;br/&gt;Being a new guest at Dark Skies and Party Naked I was honored to meet so many wonderful people. But some touched my life who I never had the chance to say hello to in person, maybe it was the way you dressed, the entertaining thing you did or the event you attended.  
&lt;br/&gt;
&lt;br/&gt;You also caught my eye and touched my soul. Thank You!

    <summary type="html">&lt;div&gt;Just a friendly reminder to anyone driving into Dark Skies –The Singularity Event this weekend; As you know we now have an official ‘hard closure’ of Roach Lake, just like Burning Man has around Black Rock City. It’s pretty neat that we now effectively have our own ‘city’ just like BRC. As you also know, Law Enforcement will be on site and enforcing the laws. 
&lt;br/&gt;
&lt;br/&gt;We would strongly advise anyone driving into check you cars head lights and tail lights in advance of leaving home, have proper tags/registration and insurance, and to obey the 25 mph (posted at 15) speed limits at all times. Don’t drive drunk either, they really hate that. 
&lt;br/&gt;
&lt;br/&gt;LE isn’t here to harass you or us, they are here to enforce the law, if you break that law, then it’s your ass. We warned ya. 
&lt;br/&gt;
&lt;br/&gt;Everyone PLEASE have a safe and fun journey coming to Roach Lake and we thank you all profusely as usual for your incredible support. We really wouldn’t be doing this without YOU!

    <summary type="html">&lt;div&gt;Well I tried this once before, so I'll try it again.
&lt;br/&gt;
&lt;br/&gt;Come out and hang out with the Pirates Saturday May 12th, starting at noon. We will be hauling our dome out, putting it up, staking out part of the city, and once night falls playing  some music and spinning some fire until we're bored or tired.
&lt;br/&gt;
&lt;br/&gt;There will be a Generator, Sound System, Fire, and very likely a fire barrel. There will not be a potty, however Buffalo Bills isn't that far away.
&lt;br/&gt;
&lt;br/&gt;I am encouraging any fire performers to come out and play as well, and make a show for all the spectators. I will be spinning regardless of who all shows up.
&lt;br/&gt;
&lt;br/&gt;Wether you camp overnight or not is up to you. We will be getting up in the morning to start making the city have some roads and definition.&lt;/div&gt;

    <summary type="html">&lt;div&gt;I have a couple domes I have built and am looking to sell.  they are 22 ft -2V. made of 1-3/8 steel tubing. the steel was outside, so they got rusty &amp;amp; a little pitted, so I sanded, primed and painted them. I will sell each frame for $700.  I know with the price of steel you cannot even get the material for that price. &lt;br/&gt;As you may have heard, we are now into an appeal situation with the BLM. This means that in about 2.5 years we will have an answer on weather or not we have to pay them over $36,000 in fees to produce this May Dark Skies – The Singularity Event. In the meantime we have applied for a ‘stay’ to the permitting fees in order to not have to give them this money up front. As you can imagine, giving BLM $36,000 right now would not be a good thing for us or for the event. Particularly in light of the fact that our total gross budget will be somewhere around $27k. So we applied for the stay. There is a very high likelihood of us winning this appeal; therefore we anticipate a high likelihood of being granted the stay by the Department of the Interior Land Board or Appeals based in Sacramento. As usual, we want you to know what is going on here. So here’s what’s going on!
&lt;br/&gt;
&lt;br/&gt;The stay *could* take as much as 45 days to get, it will probably however take more like a couple of weeks. Either way Dark Skies – The Singularity Event is ON and we are proceeding forward for a May 17 lift off on Roach Lake! Ticket sakes have been brisk and we are well on our way to matching last years numbers of just over 600 people.

&lt;br/&gt;Appeal filed on behalf of The Dark Skies Arts Festival – The Singularity Event
&lt;br/&gt;
&lt;br/&gt;BLM SRP NV-050-07-040
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt; We believe that the Cost Recovery Estimate for this event is in error and is arbitrary and capricious.  We are appealing the cost estimate and requesting a stay of the implementation of the cost estimate on this permit.  The relief requested is that the cost estimate for previous events by this applicant be applied and the event be allowed to proceed as scheduled.  The reasons for the appeal are listed below.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   1. The BLM estimate for Law Enforcement for this event is far in excess of the estimates and charges for similar events in Nevada and surrounding states on BLM administered lands. The BLM’s standard for an ‘all ages family event’ like this event, is one law enforcement officer per 1000 participants.  This type of event includes no real risk of resource damage, low risk of unlawful activity, low risk of injury to participants, and participation by families including all ages.  The ratio for this event for this year, based on estimated participation, is 1/90, more that eleven times the typical ratio.   No justification or rationale for the enormous increase in required law enforcement has been provided.  There have been no significant law enforcement incidents or requirements over the past several years at this event, permitted to the same organization, and no changes have been identified or anticipated.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   2. The cost estimate for event monitoring is not reasonable based on the history of this event over several years. The estimate should logically be based on the history of past events permitted to the same organization in the same location in terms of problems during the event and past compliance history.  This event and its organizers have only one documented incident and it was an isolated minor incident involving fireworks.  Again, no rationale or justification has been provided by the BLM or in any documentation that has been made available.  The experience with this event should be documented in “after incident reports”, required by the agencies Law Enforcement guidelines, but none have been completed or made available.  The recreation permit handbook also requires permit evaluations and again none have been completed or made available.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   3. There appears to be a negative attitude toward this event that has been communicated to us and others based on personal communication and second hand information.  This has caused this event to be treated differently than any other similar events in Nevada.  We have been told that some in the Las Vegas BLM office have said they do not want this legal and respected event to take place on public lands administered by the Las Vegas Field Office.  This is clearly affecting the event adversely and is manifested in the unprecedented increase in the cost estimate. The cost estimate was not provided timely or in compliance with the handbook, preventing resolution in time for planning the event.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   4. The response to the application, cost estimate, and lack of cooperation in meetings with the agency have been arbitrary and capricious in that no reasonable explanation for the changes has been provided and the timing will cause the event to be canceled after substantial planning and investment has already taken place.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   5. This event has a history of just one stipulation violation in four previous events on the same site, which was minor, promptly corrected, and not repeated. It involved the illegal use of legal fireworks. This one incident would not justify requiring three observers as part of our cost recovery estimate or stipulations. Again, it is evidence of an arbitrary and capricious decision.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   6. We have complained in writing to BLM about problems with agency LE staff on two previous occasions. Those complaints went unanswered and ignored and it appears they may have triggered the negative attitude toward the event and contributed to the arbitrary and capricious current decision.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   7. BLM is attempting to charge the event an amount greater than the total gross budget of our event.  BLM was aware of the budget for the event after the application was submitted and prior to the revised cost estimate.  Because we were told everything was proceeding as in previous years we proceeded to plan the event and arrange financing and established the budget.  Due to the late date of the revised estimate and the BLM not following its own guidelines, the event will be precluded from proceeding. This action violates our right to due process under BLM’s guidelines. It negates BLM’s mandate to provide for environmentally sound, lawful uses while preserving our public lands for public use. In short, we believe BLM is attempting to regulate us out of existence and exclude us while allowing other events, which they apparently like, to occur.  This affects us adversely and will cause harm to the organizers and all participants.  Because it is arbitrary and capricious we request that implementing the cost estimated be stayed and the event should be to allow to proceed using the cost estimate for the previous, successful and lawful event.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   8. That in our four events held on this site, and contrary to BLM’s own internal regulations, no After Action Reports have been filed for any of our events, and that therefore, this shows neither precedent nor reason for our user fees being increased for event number 5 by a factor of over 1600%. This affects us adversely and therefore a stay should be granted to allow the permitting to proceed.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;   9. We did not request a hard closure on Roach Lake, and certainly not one the size proposed by BLM.  No reasonable explanation has been provided for the change, especially in light of the lack of any documented problems with previous events by the same organizer in the same location.  Instead we have asked repeatedly for a multi use permit or exclusive use permit.  We have no problem with other users of Roach Lake and we have never had any problems with the perimeter, area security or gate crashers in four events on this site.  There is no danger to the general public or to event participants by not having a hard closure of our site. It appears that the huge increase in cost estimate and associated fees are directly related to BLM’s proposed hard closure.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;  10. The permit application was submitted in mid November of 2006. BLM had 30 days to get us the cost recovery estimate. In mid December 2006 we received a phone call telling us “everything looks good with your application” to which we replied “great we are going to begin selling tickets in two weeks (beginning of January)” the reply was “you are good to go”. This information was also posted on our website which BLM has visited. We must also assume that BLM is on our mailing list on Yahoo groups where we frequently make public announcements regarding the event.  Ticket sales have been ongoing since January.  In mid February 2007, three months after the permit application was submitted, we received the cost recovery estimate.  We were blindsided by the very late and contradictory notice and are now faced with substantial harm if we can not pay the fees and could not hold the event and would have to refund tickets and suffer a loss of all expenditures to date. We believe that BLM violated its own regulations by these actions in not getting us the cost recovery estimate in a timely manner. This affects us adversely and therefore a stay should be granted to allow the permitting to proceed.  It is also arbitrary and capricious and no reasonable explanation has been documented.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;  11. If the cost estimate and associated fees are left in place the only solution for the organizers is to hold a much larger event to benefit from economies of scale.  We have clearly indicated to BLM that we do no want to become much larger. BLM has told us repeatedly that they don’t want to see ‘thousands of people’ on Roach Lake, yet that is exactly the situation they are creating by charging us around $60 per person to go camping and enjoy group activities.  We are being forced to grow at a much faster rate than our infrastructure or business plan will allow.  This affects us extremely adversely and therefore a stay should be granted to allow the permitting to proceed.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;  12. That the Closure area that BLM is requiring is over 400 times larger than the closure for Burningman on a per capita basis.  Burningman is a similar event that we are compared to by BLM although there are significant differences as well.  This event involves primarily local participants, already familiar with the desert environment, and requires much less set up and clean up.  Using the Burningman closure for comparison, the closure for this event should be approximately 77 acres, not 35 square miles.  This huge closure area is completely unworkable for an event of this size.  We see no reason that the requirements for Burningman, a long standing successful event, also held on a dry lake bed, should not be extrapolated and applied to this event.  That event is also held in Nevada and comes under the jurisdiction of the BLM’s Nevada state office, which has established standards and procedures for recreation permits.  Precedent has been set for these types of events and again no reasonable rationale or explanation for the variance has been provided.  We can only assume that this huge closure is directly related to our vastly increased costs, both of which we assert are arbitrary and capricious.  This affects us adversely and therefore a stay should be granted to allow the permitting to proceed.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;We are requesting additional time to request and produce additional documentation in support of these points within 30 days from the date of this appeal and stay application.  It is our intent to produce sustainable and ethical family oriented art themed events this year and in the future.  Our flawless record should be the basis for the cost estimate and is required under the regulations and is reiterated in BLM’s Recreation Permit Handbook.  We have attempted to meet with BLM several times and have met twice to discuss the issue.  We did not receive any reasonable explanation for the change nor willingness to find a workable solution.  We regret being forced into the appeal process but have concluded we have no other realistic option to proceed with our permit process and hold the schedule event.  We respect BLM employees, managers, and their responsibilities but can only conclude mistakes have been made in processing and administering our event.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;Below we are also addressing the four points for granting a stay.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;(i)                 The relative harm to the parties if the stay is granted or denied.  There would be no harm to other parties if the stay is granted, particularly in light of the compliance record for this event in the past.  The event organizers and participants would be irreparably harmed if the stay is not granted as they would not be able to hold and participate in the planned event and all committed costs, estimated to be $5,000 -$10,000 would be lost.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;(ii)               The likelihood of the appellant’s success on the merits.  BLM violated its own guidelines, regulations, handbook, and established precedent in processing the permit and therefore there is a very high likelihood that we will prevail in this appeal on the merits. 
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;(iii)             The likelihood of immediate and irreparable harm if the stay is not granted.  If the stay is not granted, the event will almost certainly be cancelled and can not be replaced.  Because many of the anticipated participants will likely go ahead and come to an un-permitted, unorganized event, there is a likelihood of resource impacts and law enforcement requirements.   If that occurs, the harm is also both immediate and irreparable and can not be recovered.  If the stay is not granted, the organizer could not pay the fees and the event would not be permitted, both immediate and irreparable.
&lt;br/&gt;
&lt;br/&gt; 
&lt;br/&gt;
&lt;br/&gt;(iv)              Whether the public interest favors granting the stay: the public interest is served by granting the stay in that some 500-700 members of the public would be prevented from participating in a lawful and permitted event which has been held several times in the past. The public interest is served if BLM is stayed from implementing an arbitrary and capricious decision which adversely affects so many lawful and well behaved public land users.

    <summary type="html">&lt;div&gt;Greeting Dark Skies – Singularity, and all Las Vegas crews! 
&lt;br/&gt;
&lt;br/&gt;As you may have heard, the wonderful Xara event in San Diego, scheduled for April 20th, canceled this past week due to land management problems, an issue that is near and dear to this writer’s heart. Since Xara canceled, the San Diego crews have been very hard at work working on an event for that same weekend to help build their community, not to replace Xara because it’s irreplaceable, but to bring their community together since so many people were planning on driving down that weekend anyway.
&lt;br/&gt;
&lt;br/&gt;Well, the new event is ON!
&lt;br/&gt; 
&lt;br/&gt;It is called Freedom Fest II and it is on private land out in the Desert.
&lt;br/&gt;
&lt;br/&gt;I am writing this letter to encourage anyone reading this to get involved and help this event out. I am asking our front gate, fire, rangers, and city planners to get involved in our neighbor’s event. There is a lot to do and a very short time to make it happen. The event is in one month on April 20’th.
&lt;br/&gt;
&lt;br/&gt;CALLING ALL DEPARTMENTS, can we pull this off? If enough of the Vegas crew is interested we will be renting vans and car pooling down. This is a month before DS/Sing, plenty of time to re set your gear for Roach Lake. If there is any way possible that any of you can help out please let’s talk about it. Community is not just about your little town or hamlet, OR about your own little clique, club or group. Community is about ALL OF US. This is the call for help. Watch this list or any of the other south west lists for more information. We will be coordinating our efforts from Vegas on the main Dark Skies list which is here

&lt;br/&gt;THE NUMBERS.
&lt;br/&gt;DS/Sing is going to cost between $25 and $29K to produce. The initial draft of the accounting (pre event) is posted here http://darkskies.vegasartists.com/about/accounting.php  it’s still pretty rough and is lacking a bunch of stuff, but you’ll see the nexus of what this takes. We post this in advance of the event because we want YOU the community to buy into this thing and see what it takes to produce it, and realize that nobody is getting rich here. And we want you to buy tickets too. How’s that for blatant honesty? It’s an extremely risky venture at best producing these events. Our ONLY source of income comes from YOU buying tickets to the event.
&lt;br/&gt;Anyway…..
&lt;br/&gt;BLM Law Enforcement (LE) is asking for $34,600 in LE fees for the May event. 
&lt;br/&gt;Event budget - &amp;amp;lt;&gt;$27K, LE fees - $34k. See a problem here? 
&lt;br/&gt;
&lt;br/&gt;After being approved for the upcoming May event this past December, we have received a ‘Cost Recovery Estimate’ in February from BLM that is far in excess of the entire event’s gross budget. 
&lt;br/&gt;
&lt;br/&gt;WHAT WE ARE GOING TO DO NOW.
&lt;br/&gt;We are prepared to file an appeal with the BLM in Sacramento and Washington to contest these fees, and concurrently file an application for a ‘stay’ to keep our permitting process moving forward during the appeal process, which could take up to two years. We intend to show that BLM is in error in its cost estimate for our little event, and further, that bias, prejudice, and unfair treatment has occurred numerous times at our events. Those of you who’ve receive citations know what we’re talking about here. They simply ‘don’t’ like us’ but that has no bearing on the facts unfortunately.
&lt;br/&gt;
&lt;br/&gt;We have a meeting scheduled with BLM for this Thursday here in the Las Vegas office to begin this process and attempt to talk some sense into these guys. I/E: How can you charge more than the event brings in for LE alone? Maybe we’ll just hire cops and not have any potties? For that matter, maybe the cops will let us s**t in their armored Chevy Suburban cruisers out on Roach Lake? Dunno. We’re pretty sure that we will prevail in this effort, and it’s a very challenging and productive time right now and a lot of work is going on behind the scenes on many levels to make the May event happen. This letter is keeping you all in the loop. This letter is pulling back that curtain. Many of you just want to come to the event, set up and have fun, and we love that and we love you, but many of you also want to know what’s going on behind the scenes too. Many of you find this process fascinating, you nerds.
&lt;br/&gt;That’s what this letter is about.
&lt;br/&gt;
&lt;br/&gt;What does this situation mean? Is Dark Skies – The Singularity Event getting canceled? Moved? Turned into a Pentecostal Snake show? Are we going full on commercial and hiring the Chilly Peppers to pay for the cops?  NO WAY! That will never happen. The May event is ON and we’re doing it on Roach Lake, May 17-20, just like we always have. What this means quite frankly is that we have to jump through yet more hoops in order to use the land that we own and pay for, from the Bureaucracy that we pay for too. We know our rights, we have the facts, and we have YOUR support in producing one of the best events on the west coast. And that feels pretty damn good guys. We also have some of Burningman’s resources now being brought to bear on this situation as well and we are extremely grateful for that. Additional resources are coming on line even as we speak. The reason is, that we are ethical and responsible; the facts are that we are in the right, and that BLM is simply wrong in trying to over regulate us and regulate us out of existence. BLM’s Cost Recovery Estimate is simply in error.
&lt;br/&gt;
&lt;br/&gt;WHAT CAN YOU DO?
&lt;br/&gt;What do we need from you guys now? What can you do to help? Well for starters, we are NOT going to start a letter writing campaign. And, we are not going start calling BLM and whining about this situation. Also, no picket lines or clown, bunny, or santa rampages at their offices either; it will do no good at this point, trust us. We need to work collectively as a group within the letter of the law and BLM’s regulations to find a solution to this problem. This is not the time for emotions, this is the time for clear rational action and we are about to do just that. Again, we’re not asking you to DO anything at this point except buy tickets; we just really want everyone reading this to more fully understand what goes into events of this type. One can only imagine the pain the Burningman has gone through in figuring this out over the past 15 years. Anyone who thinks this is easy should give it a try sometime. G’head, we dare you.
&lt;br/&gt;
&lt;br/&gt;THE APPEALS PROCESS
&lt;br/&gt;Want some more info? Ok then, in the spirit of both community and true open source here is the basis for our complaint and for what will become the appeal should that unfortunate action become necessary. And we really hope it can be avoided at our meeting in two days. This is our rationale for appealing fees in excess of the event’s total budget. We allege the following:
&lt;br/&gt;
&lt;br/&gt;1.	That BLM is over charging us for Law Enforcement for our event far in excess of that called for in other events of this type. BLM standards for ‘all ages family events’ are one law enforcement officer per 1000 participants. Our current ratio is 1/90. (see #7 below)
&lt;br/&gt;2.	That a history of abuse, bias, and discrimination exists and that our event is being treated differently than any other events of this type. This affects us adversely and therefore a stay should be granted to allow the permitting to proceed.
&lt;br/&gt;3.	That arbitrary and capricious standard’s are being applied to us on many levels.
&lt;br/&gt;4.	That we have a history of just one stipulation violation in four previous events on the same site, which was minor and promptly corrected. (fireworks)Therefore there is no reason to have three observers as part of our cost recovery estimate or stipulations. (see #7 below)
&lt;br/&gt;5.	That though we have complained in writing to BLM about abuse and dereliction of duties by LE on two different occasions, those complaints went unanswered and ignored and instead we find ourselves in the current situation.
&lt;br/&gt;6.	That BLM is attempting to charge us an amount, greater than the total gross budget of our event. This precludes the event from ever happening. This not only violates our civil rights, but that it negates BLM’s mandate to preserve our public lands for public use. In short, we believe BLM is attempting to regulate us out of existence and exclude us while allowing other events of this type to occur. This affects us adversely and therefore a stay should be granted to allow the permitting to proceed.
&lt;br/&gt;7.	That in our four events held on this site, and contrary to BLM’s own internal regulations, no After Action Reports have been filed for any of our events, and that therefore, this shows neither precedent nor reason for our user fees being increased for event number 5 by a factor of over 1600%. This affects us adversely and therefore a stay should be granted to allow the permitting to proceed.
&lt;br/&gt;8.	That the Closure area that BLM is requiring us to adhere to is 350 times larger than Burningman’s per capita. This huge closure area is completely unworkable for an event of this size. We wish to be held to the same standard as Burningman in this regard. Precedent has been set for these types of events. This affects us adversely and therefore a stay should be granted to allow the permitting to proceed.
&lt;br/&gt;
&lt;br/&gt;As you can see, we’ve done quite a bit of work on this matter and we’re fairly confidant that we will prevail once the facts supporting these claims have been presented, and rest assured that we do have the documentation to back this stuff up. &lt;br/&gt;Now for some good news! We have over a dozen theme camps signed on. We have a truck load of art on the way from LA and we’re going to have a massive art gallery in center camp, (whoo hoo!). We also have major pyro and fire art coming in from all over the west coast, and tickets sold in 8 states so far. YOUR SUPPORT is the key to making this all happen. Thank you all! To be quite honest, what we need is to sell tickets and we have been selling pretty well so far so thank you for that too. The current count is somewhere around 180 tickets sold in advance, which puts us farther ahead than any other event we’ve done and well on the way to reaching our cap, which will be somewhere around 600 or 700 people.

    <title>Las Vegas Burners in terrible car accident, please help</title>

    <summary type="html">&lt;div&gt;Las Vegas Burners Krissy Karol (Ribbons) and Jenna Koele were in a near fatal car accident on the way home from Phoenix two days ago. They hit a patch of ice, lost control, and did a head on into a semi truck. Jenna is a major supporter and participant in the Las Vegas community, and Krissy is also one of our front gate captains for Dark Skies/Singularity. Both girls are in the hospital in Phoenix, with Krissy still in ICU but expected to be released to a private room within the next couple of days. Both girls have pretty severe injuries. Krissy has a shattered left elbow and broken pelvis with liver lacerations, Jenna has a broken arm, broken femur, and a collapsed lung. Both of our friends are slucky to be alive and we are all in shock over this accident. We are holding a fund raiser for them this Saurday starting at 1pm at Pebbles and Bam Bam’s house in Las Vegas. &lt;br/&gt;We are pleased to announce that the first tier discount tickets to Dark Skies – The Singularity Event have almost sold out and that these ticket go off sale in about 24 hours at midnight on January 16 either way. Thank you all who have purchased these discounted tickets and thank you all as well who have waited to purchase the $50 tickets. Every $50 ticket we sell from here on out offsets the $40 tickets we’ve already sold. So thank you all!

&lt;br/&gt;Recent developments: During the past two weeks we already have 5 theme camps and several artists registered for Dark Skies – The Singularity Event. 
&lt;br/&gt;Nightmare Nevada (who created the demon Zamuel from 10/06) have agreed to do one of the icons and they are also planning on doing a full on theme camp this time! This event is already shaping up to be one of the premier events on the west coast for 2007 and we are predicting that we will hit our attendance cap of 700 humans. This event WILL sell out, so buy your tickets now if your really plan on attending. FIRE PERFORMERS: We will again be approved by CCFD for fire spinners and performers, and we are working on the compressed gasses permits as well so please come!

&lt;br/&gt;Dark Skies – The Singularity Event is the Burningman regional for southern Nevada. This is YOUR South West Regional Burn. It is a leave no trace event and all of Burningman’s 10 principals apply. Children 12 and under are in for free and there is no in-out except for special cases and working artists. No vending, this is a gift economy.
